Kambari Inaugurates Procurement Planning C’ttee For 2024

In a proactive move to ensure adherence to the Public Procurement Act of 2007, the permanent secretary of the Federal Ministry of Environment, Mahmud Kambari has officially inaugurated the procurement planning committee for the ministry.

The inauguration emphasises compliance with the Act’s provision that mandates every procuring entity to establish a procurement planning committee for each financial year, ensuring due process within the procurement process.

During the inauguration, Kambari addressed the committee members, drawn from various departments and units of the ministry, emphasising the critical need for transparency, efficiency and accountability in procurement processes. He highlighted that the establishment of the procurement committee is a strategic measure to ensure that procurement activities align seamlessly with presidential priorities, specifically addressing the ministry’s 18 key deliverables.

“In line with Mr. President’s commitment to the ministry’s performance, a performance bond was signed with the honourable ministers and permanent secretaries of the MDAs to ensure the full implementation of the budget. The ministry’s performance will be monitored and assessed through the activities of the departments, utilising relevant key performance indicators (KPIs) outlined in the procurement plan,” stated Kambari.

Congratulating the committee members, Kambari urged them to play a pivotal role in guiding the ministry and aligning procurement expenditures with the assigned 18 key deliverables. The permanent secretary’s emphasis on accountability and alignment with broader government priorities underlines the ministry’s commitment to efficient resource utilisation and impactful project execution.

Prior to the inauguration, the director of procurement at the ministry, Mrs. Nwoye Adaobi welcomed the committee members, highlighting the significance of the meeting. She praised Kambari for his proactive approach, citing the inauguration of the committee as the crucial initial step in the procurement process.

Explaining the importance of the inaugural meeting, Adaobi clarified that the procurement plan is executed after the budget receives approval. This underscores the essential nature of the Committee’s role in overseeing the strategic alignment of procurement activities with the ministry’s approved budget and key deliverables.

The committee comprises mandatory departments and units responsible for providing professional advice and conducting necessary assessments. These include the legal unit, finance and account, planning research and statistics, technical personnel and other relevant departments with projects slated for the year.
