The National Identity Management Commission (NIMC) is pleased to inform its stakeholders and the general public that it has cleared all outstanding payments owed to the front-end partners (FEPs) for enrollments that successfully hit the database and generated National Identification Numbers (NINs).
The FEPs were contracted in 2021 by the previous administration through the former Minister of Communications and Digital Economy, to scale up enrollment for the NIN. However, the FEPs were only compensated for one year of enrollment activities.
Upon resumption as the NIMC director general, Engr. Abisoye Coker-Odusote committed to clearing the outstanding payments to the FEPs. As part of this process, all FEPs underwent a revalidation exercise to ensure they met internationally acceptable standards, adhered to compliance and followed best ethical practices.
Following the revalidation exercise, the NIMC, with the support of the Identity for Development (ID4D) Initiative and the World Bank, initiated the payment process for the outstanding NIN enrollment fees owed to the FEPs. It is important to note that this outstanding money was not part of the World Bank-funded NIN enrollment project. The enrollment conducted by the FEPs from 2021 to 2024 was a temporary measure approved by the former Minister of Communications and Digital Economy, aimed at scaling up NIN enrollment until the commencement of the World Bank/ID4D project. The NIMC, in collaboration with ID4D and the World Bank, successfully paid all outstanding funds after a thorough evaluation.

Their proactive efforts in addressing and offsetting the backlog of payments from 2022 to date are commendable. This decisive action fosters trust and accountability and strengthens collaboration between NIMC and its partners,” stated Phillip M. Adekunle, MD of Knowledge Square Ltd.
“The payment of the outstanding enrollment fees by NIMC is highly appreciated and commendable,” noted MD of Real Positive Friends, Pastor Vincent Emiowele. He added, “The NIMC management, especially the DG, should be commended for their timely actions concerning these payments.”
A statement from the commission’s head of corporate communications, Dr. Kayode Adegoke indicated that Coker-Odusote expresses her gratitude to the FEPs and the commission’s stakeholders for their support and dedication in populating the National Identity Database (NIDB). She reiterated her commitment to ensuring that the commission continues to provide the necessary support to build a credible, reliable, and world-class identity database. The valuable support from the World Bank and ID4D to NIMC is also highly appreciated, she stated.
