36 Civil Service Heads, FCT Convene For ECM Implementation Briefing

The heads of civil service from Nigeria’s 36 states and the Federal Capital Territory gathered at the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE) for a comprehensive presentation on the implementation of the Electronic Content Management (ECM) system, designed to foster best practices in civil service reform and boost productivity.

The demonstration, led by the information communication technology (ICT) department of FMCIDE in collaboration with technical partners, took place in the permanent secretary’s conference room at the Federal Secretariat Complex, Phase 1, Abuja. The session formed part of the activities lined up for the visiting team during the 2025 Civil Service Week study tour.

The purpose of the presentation was to acquaint the visiting officials with the processes, standards, and practical applications involved in deploying and managing a digital, data-driven system through ECM to achieve efficient and timely service delivery.

Permanent secretary of FMCIDE, Rafiu Adeladan in his remarks, described the event as an opportunity to showcase the ministry’s compliance with the directive of the Office of the Head of Civil Service of the Federation (OHCSF), which mandates the digitalisation of official files and records across all ministries, departments and agencies (MDAs).

He explained, “Our digitisation journey began as early as 2016, spearheaded by the ICT Department, which focused on digitising policy files in our Registry. This initiative aligns with the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2017–2020) and has yielded significant milestones.”

Highlighting the progress made, Adeladan noted that the Ministry moved beyond a basic Electronic Document Management System (EDMS) to adopt the more advanced ECM system – a robust platform supporting end-to-end electronic file management and workflow automation. He tasked the ICT team to share insights from the Ministry’s implementation journey, enabling the guests to gain practical understanding.

According to a statement by deputy director, information and public relations, Eunice Akro the session featured an engaging presentation and an interactive discussion. Permanent secretary, service policies and strategies office, OHCSF, Dr. Deborah Odoh representing the Head of Civil Service of the Federation, Esther Didi Walson-Jack commended FMCIDE for enlightening the Study Tour team on ECM procedures.

Other dignitaries present included the permanent secretary, career management office, OHCSF, Fatima Mahmood; Permanent secretary, service welfare office, Patience Oyekunle and permanent secretary, political and economic affairs office, Office of the Secretary to the Government of the Federation, Engr. Nadungu Gagare.
